This caused water to flow onto Still Road South and the surrounding HDB blocks, he added.
The Marine Parade Town Council and the Land Transport Authority (LTA) later confirmed that the common and surrounding areas at Block 66 and 67 Marine Drive had also been affected.
The town council added the flooding had affected a lift at Block 67 and the lift company has been engaged to remove water from the lift pit so that services can resume as soon as possible.
“The damaged water pipe has been isolated and repairs are ongoing. There is no disruption of water supply to nearby residential units,” said Dr Tan, who is also manpower minister.
“Staff at Marine Parade (Community Centre) are restoring counter services, as the path to the temporary office was previously impassable.”
Singapore’s national water agency PUB said in a statement that it “immediately deployed” a service crew onsite to isolate the leak and repair the damage.
Marine Parade’s town council added that its cleaners are carrying out cleaning works to the affected areas.
The damaged pipe serves the Marine Drive area and water supply is not impacted, PUB said.
“To facilitate repairs, one of the four lanes at Still Road South towards Eunos Link has been temporarily closed.”
PUB added that as of 3.30pm, three of the four lanes along Still Road South towards Eunos Link are passable to traffic.
Repair works are ongoing, and motorists are advised to consider alternative routes and be cautious when in the area.
PUB also said it will investigate the incident further and follow up with enforcement action.
LTA added it will work with its contractor to review the incident to identify the cause and determine “any necessary remedial actions”.
When CNA arrived at the scene at 3.30pm, workers were seen clearing the floodwater near Block 67 Marine Drive.
